The Rule of Law Department
The Rule of Law Department undertakes activities in fulfillment of the Objective “to promote the rule of law and human rights protection“.
Some of these activities include; consolidation and production of main ULS publications; provision of professional support to collective processes of law review and reform; running promotion of rule of law drives, and undertaking public policy research and analysis to highlight policy gaps and/or need to be addressed. Essentially, the Department undertakes the above activities with an objective to contribute to strengthening Rule of Law frameworks and to promote and protect Human Rights and the Rule of Law in Uganda. In delivering its responsibilities, the Department works mainly in collaboration with other Departments, the Executive Council, the ULS Research and Publications Committee, the Rule of Law Committee and various ULS expert law clusters as well as external stakeholders.
Rule of Law Department Responsibilities
- Undertaking public policy research and analysis and providing information on policy gaps and/or needs to be addressed.
- Carrying out research in relevant areas to gain understanding of public issues and making recommendations for appropriate action.
- Influencing the Rule of Law sphere through establishing of Rule of law Clubs in Universities and Secondary schools, publication of reports of Quarterly on the State Rule of the Law and publication of Rule of Law related handbooks.
- Consolidation and production of main ULS Publications e.g. annual reports, newsletters and magazine working together with the ULS Research and Publications Committee.
- Providing professional support to collective processes of law review and reform e.g. preparation of ULS views in coordination with ULS expert law Clusters and relevant ULS Committees for submission to respective Parliamentary Committees.
- Coordination of the mobilization of resources through generating concept notes or funding proposals to sustain the mission and objectives of the ULS.
- Generating ULS position papers and statements, coordinating and organizing media engagements in a bid to promote and protect Human Rights and the Rule of Law in Uganda.
- Representing the ULS and making presentations at relevant consultative fora to further the ULS mandate, mission and vision.
- Actively participating in the senior management meetings, ULS Committees and planning sessions for ULS events e.g. ULS AGM, Annual Law Conference, Rule of Law Day and other regional or international meetings, etc...
- Preparation of monthly, quarterly and annual work plans and reports of the Department.
